According to the Ministry of Finance, World Bank loans account for the highest proportion in our country's foreign loans. At the conference, ministries, branches and localities reported the results of disbursement and implementation of works and projects using World Bank funds in 2020. At the same time, they raised problems in the disbursement of the World Bank capital, proposed solutions to remove difficulties.
According to the People's Committee of Tien Giang province, the plan for public investment in 2020 from the province's foreign capital as assigned by the Prime Minister is VND121.8 billion. The disbursement value for the first 9 months of 2020 is VND3,763 billion, achieving 3.1% of the plan. In which, the project "Strengthening land management and land database of capital plan" in 2020 is VND9,801 billion, disbursement value in the first 9 months is VND1,030 billion, reaching 10.5% of the plan; Project "Sustainable Agricultural Transformation (VnSAT) capital plan" in 2020 is VND111,999 billion, the disbursement value in the first 9 months is VND2,733 billion, reaching 2.4% of the plan; the capital plan in 2019 which is carried forward to 2020 is VND30,754 billion, the disbursement value in the first 9 months is VND25,823 billion, reaching 84%.
Giving his speech at the conference, Deputy Minister of Finance Tran Xuan Ha said that in the first 9 months of the year, the disbursement of foreign investment capital from the World Bank loans reached nearly $700 million, with an increase of about 55% compared to 2019, which is a remarkable number. The Deputy Minister said that relevant units had carefully assessed the causes and shortcomings in the use and disbursement of World Bank loans, focusing on 3 main groups. At the same time, the Deputy Minister asked the World Bank to acknowledge the recommendations and opinions of ministries, branches and localities. The rest of the year 2020, units using the World Bank loans should accelerate disbursement procedures, when the volume is available, they must immediately implement. Ministries, branches and localities need to review and re-evaluate, give priority to works and projects ending in 2020 and 2021, etc.
